Kyoto - Cooking the books

This (now old but relevant) article by newscientist.com brings up a great question: How reliable are a countries estimates on carbon emission? Kyoto was written so badly that it is not surprising to see that countries may be cooking the books on their true estimates while pointing fingers at the USA. As the story indicates…

I firmly believe Kyoto is as much about politics to undermine the America economically as it is a concern about the environment. The free lunch that China and Germany got appear to validate this assumption.
